Items of Interest Week Ending AUGUST 7, 2020 Staff Hosted Public Meeting with Oklo Power, LLC on the Aurora Custom Combined License Application On August 4 and 5, 2020, the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting with representatives from Oklo Power, LLC (Oklo) to discuss maximum credible accident and classification of structures, systems, and components for the custom combined license application of the Aurora Reactor (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20217L601). This meeting supported Step 1 application review activities that are intended to enable alignment between NRC staff and Oklo on the key safety and design aspects in the application and assist in developing the safety review schedule.
NuScale Submitted an Emergency Planning Zone Sizing Methodology Topical Report Revision On August 4, 2020, NuScale submitted Revision 2 of their Emergency Planning Zone (EPZ) sizing methodology topical report (TR) (ADAMS Accession No. ML20217L422). NuScale stated the TR was updated to address comments from the NRC and the public, with major modifications associated with the single module screening criteria and defense-in-depth assessment. The updated TR includes a discussion of the NRCs ongoing emergency planning rulemaking, the approved methodology in the Tennessee Valley Authoritys (TVAs) early site permit for the Clinch River Nuclear site, as well as the EPZ exemptions granted at recent decommissioning nuclear power reactor sites.
Staff Issued Closure Letter Related to a Petition Regarding the Employee Concerns Program Restructuring at Tennessee Valley Authority On August 6, 2020, the NRC staff issued a closure letter to the petitioner of a Title 10 of the Code of Federal Regulations (10 CFR) Section 2.206 petition related to the Employee Concerns Program restructuring at TVA (ADAMS Accession No. ML20195A128). The purpose of the letter was to notify the petitioner that the NRCs Petition Review Board finalized its determination that the petition did not meet criteria to be accepted for further review, primarily because the NRC had already been engaged with TVA under different regulatory processes when the petition was received. The NRC continues to provide appropriate oversight of the safety-conscious work environment improvement effort at TVA. Additional information is available at ADAMS Accession No. ML19164A185.
Staff Approved Licensing Requests for Regulatory Relief Related to the COVID-19 Public Health Emergency The NRC staff has reviewed and approved several licensing requests seeking temporary flexibilities to maintain the safe and secure operation of the U.S. nuclear fleet during the pandemic. A summary of approved licensing actions provided during this reporting period are summarized below. Items of Interest Week Ending AUGUST 7, 2020 NMSS Staff Hold Government-to-Government Meeting with Shoshone Bannock Tribes On July 31, 2020, NMSS held a virtual, government-to-government meeting with the Shoshone Bannock tribes to discuss the Oklo COL application. The purpose of the meeting was to: (1) perform outreach to the tribes, (2) describe the U.S. Nuclear Regulatory Commission (NRC),
and its safety and environmental review processes, and (3) provide points of contact for project management staff. The meeting was well attended by staff from the NRC, the tribes, and the Department of Energy (DOE). The staff shared details of the project, as well as future opportunities for tribal participation in the review process. The tribes were very thankful for the outreach and expressed a strong desire for continued communication regarding the project.
NMSS Staff Hold Teleconference on High-Burnup Spent Nuclear Fuel On July 31, NMSS held a teleconference with representatives from the Nuclear Waste Technical Review Board (NWTRB) to discuss NRCs general and specific comments on a draft NWTRB report on the DOEs research program for the behavior of high-burnup (HBU) spent nuclear fuel (SNF) during extended dry storage and transportation. The NWTRB has developed similar reports with recommendations for DOEs activities related to the packaging and transportation of SNF in the past and has recently sought NRC comment on new reports before publishing. The staffs comments are intended to ensure that the report appropriately reflects NRCs role in regulating the safety of the HBU SNF during storage and transportation. The NWTRB staff indicated they plan to revise the report, as appropriate, based on the NRC comments. NWTRB may publish the report by the end of Calendar Year 2020.

Nuclear Regulatory Commission (NRC) with Tableau software licenses, implementation support services, and training. The period of performance is from July 21, 2020, to July 20, 2021, with two option periods. The total potential value of the contract can be up to $2,693,938.29.
Telecommunications Operations and Support Services (TOSS) 2 On August 3, 2020, contract number 31310020C0020 was awarded to ASRC Federal Data Networx LLC in Beltsville, MD. The purpose of this contract is to provide the NRC with telecommunications operations and support services. The period of performance is from July 31, 2020, to August 31, 2021, with six option periods. The total potential value of the contract can be up to $8,227,746.60.
