Items of Interest Week Ending JULY 10, 2020 Staff Hosted Public Meeting Regarding Digital System Upgrades at Waterford Steam Electric Station, Unit 3 On July 2, 2020, the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting with Entergy Operations, Inc. (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20170B064) to discuss its draft amendment request for Waterford Steam Electric Station, Unit 3, regarding digital system upgrades (ADAMS Accession No. ML20168A903). The upgrades, if approved, would replace the existing instrumentation of the core protection and control element assembly calculator systems with a digital system.

Staff Hosted Public Meeting Regarding the Operating License Application for the SHINE Medical Isotope Production Facility On July 6 and 7, 2020, the NRC held a public meeting with SHINE Medical Technologies, LLC (SHINE) in support of the review of the operating license application for the SHINE Medical Isotope Production Facility (ADAMS Accession No. ML20177A600). Topics of the public meeting focused on proposed audit discussions related to SHINEs accident analysis. Specific technical areas discussed included dose limits, dose calculations, selection of design basis accidents, and criticality safety.

Staff Approved Changes to Quality Assurance Program Description at Columbia Generating Station Related to the COVID-19 Public Health Emergency On July 7, 2020, the NRC staff approved an Energy Northwest request to revise the Columbia Generating Stations Operational Quality Assurance Program Description (OQAPD) to allow the use of remote source surveillances necessitated by the COVID-19 public health emergency (ADAMS Accession No. ML20181A445). Energy Northwest stated that the COVID-19 related OQAPD proposal was based on industry guidance in the Electrical Power Research Institute document entitled Remote Source Verification During a Pandemic or Similar State of Emergency: Screening Criteria and Process Guidance.

Staff Hosted Public Meeting Regarding Digital Instrumentation and Controls Integrated Action Plan On July 9, 2020, the NRC staff held a public meeting with Nuclear Energy Institute (NEI) representatives to discuss modernization plan #3 of the Integrated Action Plan to Modernize Digital Instrumentation and Controls (ADAMS Accession No. ML20183A258). The main topic was the draft pre-endorsement revision of NEI 17-06, Guidance on Using IEC 61508 Safety Integrity Level (SIL) Certification to Support the Acceptance of Commercial Grade Digital Equipment for Nuclear Safety Related Applications (ADAMS Accession No. ML20184A018).

Staff Approved Licensing Requests for Regulatory Relief Related to the COVID-19 Public Health Emergency The NRC staff has reviewed and approved several licensing requests seeking temporary flexibilities to maintain the safe and secure operation of the U.S. nuclear fleet during the JULY 20, 2020 ENCLOSURE C

pandemic. A summary of approved licensing actions provided during this reporting period are summarized below. Items of Interest Week Ending JULY 10, 2020 Staff Hosted Public Meeting on Holtec International Consolidated Interim Storage Facility On July 9, 2020, the U.S. Nuclear Regulatory Commission (NRC) staff held its second public meeting via webinar and teleconference on the draft environmental impact statement for the proposed Holtec International consolidated interim storage facility in Lea County, NM. The public meeting lasted 4.5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br /> and over 200 individuals participated including local elected officials, concerned citizen organizations, members of the public, and industry representatives. The NRC heard from 42 speakers who called in from New Mexico as well as New York, Wisconsin, Ohio, Minnesota, DC, California, and Texas.

Staff Hosted Public Meeting on Low-Level Radioactive Waste Disposal On July 1, 2020, the NRC staff conducted a second Category 3 public meeting to solicit feedback on a proposed interpretive rule related to the low-level radioactive waste disposal regulations in Title 10 of the Code of Federal Regulations 20.2001. The proposed interpretive rule would permit licensees to dispose of very low-level waste by transfer to persons who hold specific exemptions for the purpose of disposal. There were over 200 participants on the webinar. The comment period for the proposed interpretive rule ends on July 20, 2020.

Staff Issued Guidance for Thermal Model Validation On July 6, 2020, the NRC staff issued NUREG-2238 Validation of a Computational Fluid Dynamics Method Using Vertical Dry Cask Simulator Data. This report provides information on the validation and uncertainty quantification of a computational fluid dynamic model. The report uses the experimental data from a series of tests conducted using a single, prototypic boiling water reactor fuel assembly to simulate the thermal-hydraulic responses of both aboveground and underground dry storage casks. NUREG-2238 is available in ADAMS Accession No. ML20182A706, and NRCs public site at https://www.nrc.gov/reading-rm/doc-collections/nuregs/staff/sr2238/.

Patient Release Criteria for Radioactive Iodine: Petition for Rulemaking; Withdrawal by Petitioner; Part 35 of Title 10 of the Code of Federal Regulations PRM-35-21; NRC-2020-0037 On June 10, 2020, the NRC published a notice in the Federal Register (85 FR 41442) announcing the withdrawal, without prejudice to a future filing, of a petition for rulemaking (PRM-35-21), dated November 15, 2019, filed by Peter Crane on behalf of Sensible Controls on Administrations of Radioactive Iodine. The petitioner requested that the NRC revise its regulations regarding the criteria for patient release after the administration of radioactive iodine.

By letter dated May 22, 2020, the petitioner withdrew the petition. The docket for PRM-35-21 closed on July 10, 2020.
