Items of Interest Week Ending FEBRUARY 28, 2020 Staff Issues Regulatory Issue Summary 2020-01, Preparation & Scheduling of Operator Licensing Examinations On February 20, 2020, the U.S. Nuclear Regulatory Commission (NRC) staff issued Regulatory Issue Summary (RIS) 2020-01, Preparation & Scheduling of Operator Licensing Examinations (Agencywide Documents Access and Management System Accession No. ML19357A038) to seek updated information on projected site-specific operator licensing examination schedules and on the estimated number of applicants planning to take operator licensing examinations to help plan NRCs resources more effectively. This RIS is voluntary.

Staff Conducts an Advanced Reactor Stakeholder Meeting On February 20, 2020, the staff conducted an advanced reactor stakeholder meeting. Over 200 people participated in person or via webinar. The staff provided an update on its ongoing advanced reactor readiness activities including rulemakings, policy issue resolution and, guidance development.

Public Meeting to Discuss Lessons Learned from the Staffs Review of the Subsequent License Renewal Applications On February 20, 2020, the staff hosted the third Category 2 public meeting with the Nuclear Energy Institute and other industry representatives to discuss lessons learned from the staffs review of the subsequent license renewal (SLR) applications for Turkey Point, Peach Bottom, and Surry. The focus of this meeting was to discuss proposed revisions to the SLR guidance documents (NUREG-2191 and NUREG-2192). The staff prepared summaries of proposed guidance revisions for review and discussion. These summaries will be the basis for Interim Staff Guidance that will be developed for use by future SLR applicants in the coming months.

Staff Briefed the Advisory Committee of Reactor and Safeguards Regarding Kairos Topical Reports On February 21, 2020, staff from the Office of Nuclear Reactor Regulation and the Office of Nuclear Regulatory Research briefed the Office of the Advisory Committee on Reactor Safeguards (ACRS) Kairos Power subcommittee on the results of the staffs review of Kairos topical reports on scaling methodology and reactor coolant. These are two of the four topical reports for which the staff has almost completed its review in support of extensive pre-application interactions with Kairos Power on their fluoride salt-cooled high temperature reactor. During the ACRS meeting, Kairos Power management expressed their appreciation of the NRCs flexible and staged licensing processes and noted the important role that NRC approved guidance in the form of Regulatory Guide 1.232 Guidance for Developing Principal Design Criteria for Non-Light-Water Reactors played in informing their topical report submittals.

MARCH 11, 2020 ENCLOSURE C Public Meeting with the Steam Generator Task Force to Discuss Proposed Extensions to Steam Generator Inspection Periods On February 24, 2020, the staff held a public meeting with members of the Steam Generator Task Force to discuss the technical bases for proposed extensions to steam generator inspection periods. The meeting included presentations and discussions on operating experience, feasibility studies, and proposed wording in the technical specifications. The NRC staff provided feedback that the information provided reasonably supports extended inspection periods for Alloy 600TT and Alloy 690TT tubes, but changes to reinspection intervals when cracking is detected would require additional discussions and analysis, if pursued. The Steam Generator Task Force will update the draft of the proposed Technical Specifications Task Force-577 and hopes to schedule a pre-submittal meeting with the NRC staff within 1-2 months.
