Items of Interest Week Ending DECEMBER 27, 2019 Staff Issued Information Notice 2019-11, Strontium-82/Rubidium-82 Generator Elution Events and Issues On December 23, 2019, the U.S. Nuclear Regulatory Commission (NRC) issued Information Notice (IN) 2019-11, Strontium-82/Rubidium-82 Generator Elution Events and Issues (Agencywide Document Access and Management System (ADAMS) Accession No. ML19281A218), to alert addressees of four strontium (Sr)-82/rubidium (Rb)-82 generator elution events that resulted in patients receiving greater activities of Sr-82 and Sr-85 than those permitted under the concentration criteria in Title 10 of the Code of Federal Regulations (10 CFR) 35.204, Permissible molybdenum-99, strontium-82, and strontium-85 concentrations. No specific action is required by this IN.

Staff Issued Amendment Nos. 170 and 168 for Vogtle Electric Generating Plant units 3 and 4 On December 27, 2019, the staff issued Amendment Nos. 170 and 168 for Vogtle Electric Generating Plant, Units 3 and 4, respectively. The License Amendments removed 32 functional arrangement Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) for each unit in Combined Operating License Appendix C and corresponding plant-specific design control document Tier 1 information. The design commitments for these functional arrangement ITAAC are wholly or partially verified via other ITAAC or verified by other means.

Staff Issued Draft Safety Evaluation Report for the Surry Subsequent License Renewal Application On December 27, 2019, the staff issued the draft safety evaluation report (SER) (ADAMS Accession No. ML19353C656) for the Surry Power Station, Unit Nos. 1 and 2, (Surry) subsequent license renewal application (SLRA) to support the February 5, 2020, ACRS Subcommittee meeting on Plant License Renewal. As documented in the draft SER, staff has determined that Virginia Electric & Power (Dominion) has met the requirements of 10 CFR Part 54 to extend reactor operation from 60 to 80 years for Surry Units 1 and 2. The overall 18-month review schedule for the Surry SLRA remains on track for a final decision on the subsequent renewed license in June 2020.

On December 26, 2019, the U.S. Nuclear Regulatory Commission (NRC) published a document in the Federal Register (84 FR 71281) providing the NRCs semiannual regulatory agenda (the Agenda) in accordance with Public Law 96-354, The Regulatory Flexibility Act, and Executive Order 12866, Regulatory Planning and Review. The Agenda is a compilation of all rulemaking activities on which the NRC has recently completed action, proposed or are considering action.

Comments on the Agenda should be submitted by January 27, 2020.

Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants: Final Guidance; Issuance; 10 CFR Part 50; [NRC-2018-0261; FEMA-2012-0026; (NUREG-0654/FEMA-REP-1, Rev. 2)

On December 23, 2019, the NRC, concurrently with the Federal Emergency Management Agency (FEMA), published in the Federal Register (84 FR 70399) a final guidance document entitled, Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants; Rev. 2 (NUREG-0654/FEMA-REP-1, Rev. 2). This final guidance document was available on December 23, 2019.

[NRC-2018-0221, NRC-2019-0030, and NRC-2019-0160] Regulatory Identifier Numbers 3150-AK18, 3150-AK28, and 3150-AK36 On December 23, 2019, the NRC published a document in the Federal Register (84 FR 70400) correcting three direct final rules published on December 12, 2018, February 26, 2019, and October 3, 2019, that amended its spent fuel storage regulations by revising the Holtec International HI-STORM 100 Multipurpose Canister Cask System listing within the List of approved spent fuel storage casks to include Amendment Nos. 11, 12, 13, and 14, respectively, to Certificate of Compliance No. 1014. The technical specifications for Amendment Nos. 11, 12, 13, and 14 contained minor editorial and non-substantive errors. The purpose of this action is to correct these errors. This rule was effective on December 23, 2019.
