Items of Interest Week Ending NOVEMBER 29, 2019 Organizational Changes and Conforming Amendments: Final Rule: Parts 1, 2, 37, 40, 50, 51, 52, 55 1 71, 72, 73, 74 1 100, 140 and 150 of Title 10 of the Code of Federal Regulations (10 CFR) (Regulatory Identifier Number 3150-AK37; NRC-2019-0170)

On November 29, 2019, the NRC published a notice in the Federal Register (84 FR 65639) amending its regulations to reflect internal organizational changes and make conforming amendments. These changes include removing all references to the Office of New Reactors because that office has merged with the Office of Nuclear Reactor Regulation, changing the names of divisions that are affected by the reorganization of the Office of Nuclear Material Safety and Safeguards, and making conforming amendments throughout the regulations to reflect the office merger and the office reorganization. This document is necessary to inform the public of these non-substantive amendments to the NRC's regulations. This final rule is effective as of December 30, 2019.

Improved Identification Techniques Against Alkali-Silica Reaction Concrete Degradation at Nuclear Power Plants: Petition for Rulemaking: Denial: (10 CFR Part 50) (PRM-50-109:

On November 26, 2019, the NRC published a notice in the Federal Register (84 FR 65023) denying a petition for rulemaking (PRM), PRM-50-109, dated September 25, 2014, submitted by the C-10 Research and Education Foundation (the petitioner) . The petitioner requested that the NRC amend its regulations to provide improved identification techniques for better protection against concrete degradation due to alkali-silica reaction at U.S. nuclear power plants. The NRC is denying the petition because existing NRC regulations and oversight activities provide reasonable assurance of adequate protection of public health and safety. The docket for PRM-50-109 was closed on November 26, 2019.

Nuclear Power Plant License Fees Upon Commencing Commercial Operation: Petition for Rulemaking: Partial Consideration in the Rulemaking Process: 10 CFR Part 71 (PRM-171-1: NRC-2019-0084)

On November 26, 2019, the NRC published a notice in the Federal Register (84 FR 65032) announcing that it will consider in its rulemaking process one issue raised in a petition for rulemaking (PRM), PRM-171-1, dated February 28, 2019, submitted by Dr. Michael D. Meier on behalf of the Southern Nuclear Operating Company (the petitioner), and that it is denying the remaining issue in PRM-171-1. The petitioner requested that the NRC amend its regulations related to the start of the assessment of annual fees for certain nuclear power plants. The docket for PRM-50-109 was closed on November 26, 2019.
