Items of Interest Week Ending NOVEMBER 15, 2019 Public Meeting to Discuss Draft NEI 17-06, "Guidance on Using IEC 61508 SIL Certification to Support the Acceptance of Commercial Grade Digital Equipment for Nuclear Safety Related Applications" On November 6, 2019, the staff held a public meeting with the Nuclear Energy Institute (NEI) and external stakeholders to discuss draft NEI 17-06, "Guidance on Using IEC 61508 SIL Certification to Support the Acceptance of Commercial Grade Digital Equipment for Nuclear Safety Related Applications ." NEI 17-06 is being developed under modernization project 3, "Acceptance of Digital Equipment" of the U.S. Nuclear Regulatory Commission (NRC)

Integrated Action Plan (IAP) for modernizing instrumentation and controls regulatory infrastructure. NEI provided an overview of the draft NEI 17-06 and responded to staff's preliminary comments. A number of staff's comments dealt with use of EPRl's safety integrity level certification research results that form the basis for NEI 17-06. The staff agreed to provide a final set of comments on NEI 17-06 by December 20, 2019. NEI plans to submit NEI 17-06 for NRC endorsement in January 2020.

Public Meeting to Discuss Task Interface Agreement Revitalization Effort On November 7, 2019, the NRC staff held a public meeting with stakeholders regarding the Task Interface Agreement (TIA) revitalization effort. The staff presented the current status of the project and discussed the details of the proposed revitalized process with table-top examples. NEI and the industry provided feedback on the proposed process in the meeting. Staff will consider the stakeholder insights and feedback received as part of the continuing TIA effort and plans to further engage the industry and stakeholders, as appropriate.

Public Meeting to Discuss Draft TSTF-577, "Performance Based Frequencies for Steam Generator Tube Inspections" On November 12, 2019, the staff held a public meeting with representatives from the Technical Specifications Task Force (TSTF), Electric Power Research Institute, and licensees to discuss draft TSTF-577, "Performance Based Frequencies for Steam Generator Tube Inspections,"

dated September 18, 2019, (Agencywide Documents Access and Management System ML19301A001 ), which concerns operating intervals between inspections. The staff agreed that improved steam generator operating experience warrants relaxations to the technical specifications and provided comments regarding the proposed approach in the draft TSTF. The industry representatives plan to discuss the staff's feedback and will provide an update with their proposed path forward and timeline.
