Items of Interest Week Ending SEPTEMBER 13, 2019 Public Meeting to Discuss NRC Staff Guidance for In-Vessel Downstream Effects On September 5, 2019, the staff hosted a public meeting with the Pressurized Water Reactor Owners' Group (PWROG) to discuss the Generic Letter 2004-02 NRC staff guidance (ADAMS ML19228A011 ), specifically for in-vessel downstream effects. The PWROG had clarifying questions on a few statements in the guidance and illustrated how their companion industry guidance would be used along with the staff guidance. The following near-term actions were also discussed: (1) NRC to provide clarifications on staff guidance; (2) PWROG to issue industry guidance document; and (3) PWROG to complete preliminary review of plant analyses by end of calendar year 2019. Licensee responses to GL 2004-02 are expected to begin in early calendar year 2020.
Health Physics Inspector Counterpart Meeting on Risk-Inform Inspections On September 4-5, 2019, the NRC staff hosted the annual Health Physics (HP) Inspector Counterpart Meeting at the Technical Training Center (TTC). Approximately 30 participants from NRR, all 4 Regions, and TTC attended. Topics of discussion included ways to better risk-inform reactor HP inspections, proposed changes to inspection procedures, and increasing information sharing and inspection experience exchange to continue to work toward regional consistency. Participants also received a 2-hour training on liquid scintillation counters used for measuring tritium and other radionuclides .

On September 13, 2019, the NRC published a notice in the Federal Register (84 FR 48309) extending the comment period for a draft regulatory basis that was published in the Federal Register on July 22, 2019 (84 FR 35037), to support the development of a rulemaking for the disposal of certain types of greater-than-Class-C waste in a low-level radioactive waste land disposal facility. The public comment period was originally scheduled to close on September 20, 2019. The NRC decided to extend the public comment period by an additional 60 days to allow more time for members of the public to develop and submit their comments. The due date for comments requested in the document published on July 22, 2019, is extended to November 19, 2019.
Requirement to Submit Complete and Accurate Information: Discontinuation of Rulemaking Activity; Denial of Petition for Rulemaking; 10 CFR Parts 30, 40, 50, 52, 60, 61, 63, 70 1 71, and 72 (Docket No. PRM-50-107; NRC-2013-0077]
On September 10, 2019, the NRC published a document (84 FR 47443) discontinuing a rulemaking activity, "Requirement to Submit Complete and Accurate Information," and denying a petition for rulemaking (PRM), PRM-50-107. This document informs the public of the NRC's action and describes the rationale for the action. The NRC will no longer track this rulemaking activity or PRM. As of September 10, 2019, the rulemaking activity is discontinued and PRM-50-107 is denied.
