Office of Nuclear Reactor Regulation (NRR)

Items of Interest Week Ending APRIL 5, 2019 Public Meeting on Subsequent License Renewal Lessons Learned On March 28, 2019, the staff met with industry representatives to discuss lessons learned from the staff's reviews of the Subsequent License Renewal (SLR) applications for Turkey Point, Peach Bottom , and Surry. An overview of the optimized 18-month review process was also provided for the public and prospective SLR applicants. SLR applicants also shared lessons learned from their perspectives.

Issuance of Draft Supplemental Environmental Impact Statement (DSEIS) for the Subsequent License Renewal Application for Turkey Point Nuclear Generating Units 3 and 4 On March 29, 2019, the staff issued the draft Supplemental Environmental Impact Statement (SEIS) for the Subsequent License Renewal (SLR) Application for Turkey Point Nuclear Generating Units 3 and 4 (Turkey Point). The draft SEIS includes the staff's preliminary evaluation of the environmental impacts of SLR as well as alternatives to SLR. The staff's preliminary recommendation is that the adverse environmental impacts of SLR for Turkey Point are not so great that preserving the option of SLR for energy-planning decisionmakers would be unreasonable. The staff plans to hold two public meetings on May 1, 2019, in Homestead, FL, to present its findings to members of the public and to receive comments on the draft SEIS.

Issuance of Second Pilot Authorizing Implementation of NEl's Tornado Missile Risk Evaluator Methodology On March 29, 2019, the staff issued an amendment to Duke Energy Progress authorizing implementation of NEl's Tornado Missile Risk Evaluator (TMRE) methodology at Harris Unit 1 (ADAMS Accession No. ML18347A385) . This is the second of three pilot reviews that were submitted to support development of a methodology that could be used by plants to submit risk-informed amendment requests to address legacy tornado missile non-conformances. The first pilot for Vogtle was approved in January 2019, and the final pilot for Grand Gulf is expected to be completed and issued soon.

Digital Safety System Upgrade at the Purdue University Research Reactor On April 1, 2019, the staff issued an amendment to Facility Operating License No. R-87 for the Purdue University Research Reactor authorizing a digital instrumentation and control upgrade for the reactor (ADAMS Accession No. ML18275A090). This includes the first all-digital safety system approved by NRC for a research and test reactor. The heterogeneous, pool-type non-power reactor is fueled with plate-type low enriched uranium fuel and operates at a maximum thermal power level of 12 kilowatts . The reactor is located on the campus of the Purdue University in West Lafayette, Indiana, and is operated primarily for research and teaching purposes.
