SECY-19-0031: Exelon Generation Company, LLC, Request for Emergency Operations Facility Consolidation Approved X Disapproved Abstain Not Participating COMMENTS: Below X Attached None The NRC staff recommends approval of Exelon's request to consolidate the emergency operations facility (EOF) for the Calvert Cliffs plant into Exelon's existing EOF in Coatesville, Pennsylvania, which currently serves as the EOF for three other nuclear power plants operated by Exelon (Limerick, Peach Bottom , and Three Mile Island). In its analysis of Exelon's request, the staff examined several factors, including the technical and communications capabilities of the facility, its capacity to address a multi-site event, and the experience and training of the personnel available at Exelon's nuclear corporate offices in Kennett Square to staff the EOF. The staff also considered Exelon's commitment to conduct a drill involving simultaneous events at two sites served by the consolidated EOF to demonstrate that there would be no reduction in emergency preparedness capabilities from the proposed consolidation . Based on its analysis, the NRC staff concluded that the proposed relocation "would not impact the ability of the facility to continue to effectively support Exelon's emergency response at all of the sites that the facility serves" and that "protective measures can and will be implemented in the event of a radiological emergency at any of the sites that the Coatesville EOF will serve. " In addition, the Maryland state and local agencies with emergency response roles have indicated their concurrence with the proposed consolidation . The Federal Emergency Management Agency also found that the proposed consolidation would not negatively impact offsite emergency plans and procedures. For these reasons, I approve Exelon's request to consolidate the Calvert Cliffs EOF into Exelon's existing Coatesville EOF. Entered in "STARS" Yes X No DATE

The Coatesville EOF is currently used by Limerick Generating Station, Peach Bottom Atomic Power Station, and Three Mile Island Nuclear Station. The staff concluded that if the proposed consolidation was approved, the NRC would continue to have reasonable assurance that protective measures can and will be implemented in the event of a radiological emergency at any of the sites that the Coatesville EOF will serve. The affected state and local entities have concurred on Exelon's request and the Coatesville EOF has demonstrated acceptable performance during previous drills and exercises.
