Items of Interest Week Ending December 7, 2018 Risk-Informed Steering Committees Public Meeting On November 28, 2018, the staff and industry Risk-Informed Steering Committees (RISCs) participated in a public meeting to continue discussions on risk-informed areas of interest. The staff led discussions on the topics of risk-informed categorization (10 CFR 50.69) licensing, risk-informed completion times (Technical Specification Task Force (TSTF) 505), new probabilistic risk assessment (PRA) methods, fire PRA realism, treatment of diverse and flexible coping strategy equipment in risk-informed decision making, and tornado missile protection. The industry discussed their safety margins white paper and shared a high level overview of their vision for the path forward on this topic. Both the NRC and industry RISCs discussed alignment of priorities and the organizational capacity to address each issue. The industry observed that 2018 had seen the most progress on priorities since the RISC had begun and expressed optimism regarding future work to be done together. Both the NRC and industry RISCs agreed that developing a better understanding of reasonable assurance within the context of risk-informed thinking should be discussed in 2019.

Quantitative Health Objectives Safety Margins Public Meeting On November 28, 2018, the staff held a public meeting with industry representatives to discuss Quantitative Health Objectives (QHO) safety margins. The objective of the meeting was to exchange information on industry proposals documented in a letter and a white paper from NEI to the NRCs Executive Director of Operations (ADAMS Accession Nos. ML18303A106 and ML18303A098, respectively). NEIs letter posited that improved understanding of margins to safety goals can serve as a foundation for regulatory changes in licensing and oversight of operating reactors, advanced reactors, and to application of PRA insights and metrics. NRC staff acknowledged that QHO margins are greater than previously assumed in Appendix D of NUREG 1860, Feasibility Study for a Risk-Informed and Performance-Based Regulatory Structure for Future Plant Licensing. The NRC staff also noted that NEI proposals complement NRCs initiatives relating to Risk-Informed Decision-Making (Commission Meeting SRM M170511), Reactor Oversight Process transformation and transformation initiatives discussed in the Commission Paper, SECY-18-0060: Achieving Modern Risk-Informed Regulation. NRC plans to incorporate insights from QHO margins to the above initiatives and explore other areas which could benefit from QHO safety margins.

Subsequent License Renewal Application from Dominion On December 3, 2018, the staff accepted the subsequent license renewal application (SLRA) from Virginia Electric and Power Company (Dominion) for subsequent renewal of Operating License Nos. DPR-32 and DPR-37 for the Surry Power Station, Units 1 and 2 (Surry),

respectively. This is the third SLRA that has been submitted to the NRC. The initial operating licenses for Surry were issued on May 25, 1972, for Unit 1, and on January 29, 1973, for Unit

2. The initial renewed licenses for both units were issued on March 20, 2003. The current renewed licenses expire on May 25, 2032 for Unit 1 and January 29, 2033, for Unit 2.
