Office of Administration Acquisition Management Division Items of Interest Week Ending September 28, 2018 Operation and Maintenance of the Nuclear Regulation Commission Physical Security System On September 19, 2018, contract 31310018C0024 was awarded to STRATEGIC ENDEVOUR LLC in Centerville, VA. The purpose of this contract is to provide contractor support to Office of Administration/Security Management Operations Branch in providing Operation and Maintenance (O&M) of the agency wide Nuclear Regulatory Commission (NRC) security system in its current state at the NRC's Headquarters, the Regional offices, and the Technical Training Center. The base period of performance of this contract is from November 1, 2018 through October 31 , 2019, with four one year option periods extending to October 31, 2023. The total potential value over the life of the award is $3,981,665.54.

Items of Interest Week Ending September 28, 2018 Inflation Adjustments to the Price-Anderson Act Financial Protection Regulations: Final Rule: Part 40 of Title 10 of the Code of Federal Regulations (10 CFR) (Regulation Identifier Number (RIN) 3150-AK01: (NRC-2017-0181)

On September 24, 2018, the NRC published a final rule in the Federal Register (FR) (83 FR 48202 ) amending its regulations to adjust for inflation the maximum total and annual standard deferred premiums specified in the Price-Anderson Act. The U.S. Nuclear Regulatory Commission (NRC) must perform this adjustment at least once during each 5-year period following August 20, 2003, as mandated by the Atomic Energy Act of 1954, as amended (the Act). This rule is effective on November 1, 2018.

State of Wyoming: Discontinuance of Certain Commission Regulatory Authority Within the State: Notice of Agreement Between the NRC and the State of Wyoming: Final State Agreement: 10 CFR Part 150 (NRC-2018-0104)

On September 28, 2018, the NRC published a Federal Register notice (83 FR 48905) announcing that on September 25, 2018, Kristine L. Svinicki, Chairman of the NRC, and Governor Matthew H. Mead of the State of Wyoming, signed an agreement as authorized by Section 274b. of the Atomic Energy Act of 1954, as amended. Under the agreement, the NRC discontinues its regulatory authority, and the State of Wyoming assumes regulatory authority over the management and disposal of byproduct material and a subcategory of source material or ores involved in extraction or concentration of uranium or thorium milling in the State . The effective date of the agreement is September 30, 2018.

Office of Nuclear Reactor Regulation (NRR)

Items of Interest Week Ending September 28, 2018 Peach Bottom, Units 2 and 3 Subsequent License Renewal Environmental Scoping Public Meeting On September 25, 2018, the staff held a public scoping meeting in Delta, Pennsylvania, on the proposed subsequent renewal of the operating licenses for Peach Bottom Atomic Power Station, Units 2 and 3. Approximately 33 people attended the meeting , including three who provided comments, representatives from the Pennsylvania Department of Environmental Quality, the Susquehanna River Basin Commission, and the Maryland Department of the Environment and Exelon . The scoping comment period ends on October 10, 2018.

Permanent Shutdown of Oyster Creek Generating Station On September 25, 2018, Exelon submitted to the NRC its certification of permanent fuel removal from the Oyster Creek Nuclear Generating Station (OCNGS) reactor vessel in accordance with Title 10 of the Code of Federal Regulations (10 CFR) 50.82(a)(1 )(ii)

(ML18268A258). The OCNGS permanently ceased power operations on September 17, 2018.

In accordance with 10 CFR 50.82(a)(2), upon docketing of the certifications for permanent cessation of operations (submitted February 14, 2018) and permanent removal of fuel from the reactor vessel, the OCNGS 10 CFR Part 50 license no longer authorizes operation of the reactor or emplacement or retention of fuel into the reactor vessel.
