Items of Interest Week Ending August 3, 2018 Federal Information Security Modernization Act {FISMA) Evaluation On August 3, 2018, contract 31310018C0015 was awarded to RMA ASSOCIATES LLC in Arlington, VA. The purpose of this firm fixed price contract is to provide independent evaluation of the U.S. Nuclear Regulatory Commission and Defense Nuclear Facilities Safety Board's implementation of the Federal Information Security Modernization Act 2014. The base period of performance of this contract is from August 3, 2018, through August 2, 2019, with four 1-year option periods extending to August 2, 2023. The total potential value over the life of the award is $836,094.

Office of Nuclear Reactor Regulation (NRR)

Items of Interest Week Ending August 3, 2018 Digital Instrumentation and Control Action Plan Public Meeting On July 25, 2018, the staff held a public meeting to discuss the status of the integrated action plan (IAP) to modernize the digital instrumentation and controls regulatory infrastructure and the longer-term modernization activities. The staff presented its plans for the next revision of the IAP, including the status of each modernization plan and schedule (Agencywide Documents Access and Management System Accession No: ML18204A315) and requested stakeholder feedback by August 10, 2018. Representatives from Nuclear Energy Institute, Dominion, NextEra, other external stakeholders, and members of the public were in attendance and expressed appreciation for the opportunity.

Boiling Water Reactor Owners Group Public Meeting On July 26, 2018, the staff held the annual public meeting with the Boiling Water Reactor Owner's Group (BWROG) Executive Oversight Committee. The BWROG gave updates on their joint activities with the Pressurized Water Reactor Owner's Group Licensing Committee, including Technical Specification Task Force Travelers. Additionally, the BWROG provided updates on FLEX equipment data collection, the 10 CFR 50.69 Working Group, Emergency Procedure/Severe Accident Guidelines-Revision 4, the Anchor Darling Double Disc Gate Valve Part 21 Update, and the activities of the BWROG Target Rock Safety Relief Valve Performance Improvement Committee. NRC management agreed to review Inspection Procedure 37060 for a possible update, and the BWROG agreed to look into including 3-Stage Target Rock Safety Relief Valves in a performance evaluation and improvement program.

2018 Nuclear Energy Institute Radiation Protection Forum From July 29, 2018, to August 1, 2018, staff attended the 2018 Nuclear Energy Institute Radiation Protection Forum in Naples, FL. Approximately 100 participants, including representatives from the Environmental Protection Agency, power reactor licensees, the Nuclear Suppliers Association, the American Nuclear Insurers, the Health Physics Society, the Institute of Nuclear Power Operations, and the Electric Power Research Institute, attended . In addition to the presentations on the Office of Nuclear Reactor Regulation radiation protection activity updates, staff responded to a number of questions during the forum . These questions included the U.S. Nuclear Regulatory Commission Transformation initiative, Reactor Oversight Process improvements, radiation safety Significance Determination Process updates, use of Nuclear Industry Standard Process documents under the Delivering the Nuclear Promise, use of electronic alarm dosimeters, accident-range effluent monitor inspections, and disposal of used oil that may contain tritium from nuclear power plants.

Limerick Risk-Informed License Amendment On July 31 , 2018, the staff issued an amendment to Limerick Generating Station to allow implementation of risk-informed categorization of structures, systems, and components in accordance with 10 CFR 50.69. This is the first plant to receive approval for this program following completion of the pilot license amendment at Vogtle. The amendment was completed approximately 1 month ahead of schedule and within the 1-year metric for license amendments.
