Items of Interest Week Ending June 22, 2018 Digital Instrumentation and Control Public Workshop On June 13-14, 2018, the staff conducted a public workshop with industry representatives on the draft Digital Instrumentation & Control - Interim Staff Guidance (ISG) - 06 "Licensing Process," Revision 2, for digital upgrades. The staff is revising ISG-06 to allow for an alternate review process that provides approval of digital designs much earlier in the licensee's design and development phases. The industry and staff discussed detailed examples of the type of information that could be provided to support the acceptance criteria in various portions of the draft ISG-06. The staff intends to issue the draft ISG-06 for formal public comment by July 31, 2018 and conduct an additional workshop with industry in September on the vendor and regional inspection processes associated with licensee's developmental activities after early design approval.

Environmental Review for Turkey Point Units 3 and 4 Subsequent License Renewal On June 18, 2018, the staff met with representatives from the National Park Service, the Environmental Protection Agency, the National Marine Fisheries Service, the U.S. Fish and Wildlife Service, the U.S. National Oceanic and Atmospheric Administration, the Florida Department of Environmental Protection, the South Florida Water Management District, and Miami Dade County Division of Environmental Resources Management in support of the environmental review of Florida Power & Light's subsequent license renewal application for Turkey Point Nuclear Units 3 and 4. The meeting was hosted by the National Park Service at the Biscayne National Park visitor center in Homestead, FL.

Meeting on Probability Risk Assessment Methods for Risk-Completion Time License Amendment Request On June 18, 2018, the staff met with industry stakeholders to discuss a Nuclear Energy Institute (NEI) proposal for usage of new Probability Risk Assessment (PRA) methods following receipt of a risk-informed completion time license amendment request - a continuing topic over the last 2 years from several meetings. Recently, the industry proposed a new approach and withdrew NEI 16-04 (Vetting Panel Process) from the U.S. Nuclear Regulatory Commission review. On some key elements of industry's recent proposal (reporting peer review results of PRA Upgrades to staff), the NRC provided feedback that significant infrastructure (both licensing and oversight) would be needed. The staff also noted ongoing efforts that could be constructively complementary to other key elements of industry's proposal (i.e., enhancing the peer-review process to incorporate lessons learned) and provided a rough schedule for updating relevant NRC guidance documents (e.g., RG 1.200).
