Items of Interest Week Ending March 16, 2018 Clarification on Endorsement of Nuclear Energy Institute Guidance in Designing Digital Upgrades in Instrumentation and Control Systems: Draft Regulatory Issue Summary; Request for Comment and Public Meeting; Chapter 1 of Title 10 of the Code of Federal Regulations (NRC-2018-0044)

On March 14, 2018, the NRC published a document in the Federal Register (83 FR 11154) seeking public comment on the draft Regulatory Issue Summary (RIS) 2002-22, Supplement 1, Clarification on Endorsement of Nuclear Energy Institute Guidance in Designing Digital Upgrades in Instrumentation and Control Systems. This RIS Supplement clarifies the guidance in RIS 2002-22, which remains in effect. The NRC continues to endorse Nuclear Energy Institute (NEI) 01-01, as stated in RIS 2002-22, as clarified by the RIS Supplement. The NRC plans to hold a public meeting to discuss this RIS and the issues associated with clarification of the applicability of the endorsed NEI 01-01 guidance. Details about the public meeting will be posted 10 days prior to the meeting date on the NRCs public meeting Web site at http://meetings.nrc.gov/pmns/mtg. Comments on the draft RIS are due by March 29, 2018.

Items of Interest Week Ending March 16, 2018 Differing Professional Opinion Concerning Retirement of Frequently Asked Question on Incipient Fire Detection Systems On February 8, 2018, the Acting Director, Office of Nuclear Reactor Regulation (NRR), issued a decision on a Differing Professional Opinion (DPO) submitted on November 29, 2016, regarding the retirement of National Fire Protection Association 805 Frequently Asked Question (FAQ) 08-0046, Incipient Fire Detection System. Specifically, the DPO raised concerns that the FAQ and the NUREG-2180 methodology, specifically the event tree approach in Chapter 6 to estimate non-suppression probability and the human reliability analysis developed in Chapter 10 in support of the Chapter 6 event trees, should not be used as a modeling approach for enhanced suppression (with an additional unquantified option for pre-emption) provided by Very Early Warning Fire Detection System. On November 13, 2017, an Ad Hoc Panel (Panel) provided the results of its independent review of the DPO to the Acting Director of NRR. NRRs Acting Director agreed with the Panels conclusions and provided additional recommendations.
