Items of Interest Week Ending March 9, 2018 Developmental Support for the Symbolic Nuclear Analysis Package On February 28, 2018, contract 31310018C0004 was awarded to Applied Programming Technologies, Inc., in Bloomsburg, PA. The purpose of this contract is to provide developmental support for the Symbolic Nuclear Analysis Package (SNAP) as well as direct user level support for the use of SNAP. The period of performance of this contract is from March 12, 2018, through March 11, 2023, with no option periods. The total potential value over the life of the contract is $2,620,471.

Office of Nuclear Reactor Regulation (NRR)

Items of Interest Week Ending March 9, 2018 Information Notice Regarding Operator Actions During Unstable Actions On February 26, 2018, the staff issued information notice (IN) 2018-04, Operating Experience Regarding Failure of Operators to Trip the Plant When Experiencing Unstable Conditions, (Agency-wide Documents Access and Management System (ADAMS) Accession No. ML17269A262). The IN informs addressees of several reactor events during which operators failed to take timely action to place the plant in a stable condition.

Pre-licensing Meeting with Duke Energy Carolinas, LLC On February 28, 2018, the staff held a pre-licensing meeting at NRC headquarters in Rockville, Maryland, with representatives of Duke Energy Carolinas, LLC. The meetings purpose was to discuss proposed license amendments related to tornado missile mitigation at Oconee Nuclear Station, Units 1, 2, and 3.

Pre-licensing Meeting with Southern Nuclear Operating Company On March 1, 2018, the staff held a pre-licensing meeting at NRC headquarters in Rockville, Maryland, with representatives of Southern Nuclear Operating Company. The meetings purpose was to discuss proposed license amendments related to degraded voltage modifications at Edwin I. Hatch Nuclear Plant, Units 1 and 2.

Office of Nuclear Material Safety and Safeguards Items of Interest Week Ending March 9, 2018 Clarification of the Requirements for Reactor Pressure Vessel Upper Head Bare Metal Visual Examinations: Draft Regulatory Issue Summary; Request for Comment; Chapter 1 of Title 10 of the Code of Federal Regulations (NRC-2018-0038)

On March 9, 2018, the NRC published a document in the Federal Register (83 FR 10407) seeking public comment on a draft regulatory issue summary (RIS). The draft RIS informs all addressees of a clarification of the requirements for the bare metal visual examination. The draft RIS is relevant to all holders and applicants for a pressurized-water power reactor operating license or construction permit, except those that have certified that they have permanently ceased operations and have permanently removed all fuel from the reactor vessel.

Comments are due by May 8, 2018.
