Abstain - - Not Participating COMMENTS: Below X Attached None The NRG staff recommends approval of Southern Nuclear Operating Company's (SNC) request to relocate the consolidated emergency operations facility (EOF) for the Hatch, Farley, and Vogtle plants from its existing corporate headquarters in Birmingham, Alabama to its new corporate headquarters 1.3 miles away. In its analysis of Southern's request, the staff examined several factors, including the technical and communications capabilities of the facility, its capacity to address a multi-site event, and the experience and training of the personnel available at Southern's corporate headquarters to staff the EOF. Based on its analysis, the NRG staff concluded that "the relocation of the EOF to the new SNC Corporate Headquarters would not impact the ability of the facility to continue to effectively support SNC's emergency response at all of the sites that the facility serves." The staff also "determined that the new consolidated EOF provides equivalent or improved capabilities over the existing facility." For these reasons, I approve the proposed relocation of Southern's EOF.

Hatch Plant - Units 1 and 2, Joseph M. Farley Nuclear Plant - Units 1 and 2, and Vogtle Electric Generating Plant - Units 1, 2, 3 and 4 from the existing , Commission-approved , SNC Corporate Headquarters location in Birmingham , Alabama, to the new SNC Corporate Headquarters location, also in Birmingham, Alabama . My approval is based on the staff's evaluation and its conclusion that the proposed relocation of the SNC consolidated EOF would fulfill necessary emergency response functions and meet applicable regulations , and that there is reasonable assurance that protective measures can and will be implemented in the event of a radiological emergency at any of the sites that the proposed EOF will serve .
