Dear Mr. Colvin:
I am responding on behalf of the Nuclear Regulatory Commission to your letter of May 13, 2002, in which you provided your perspective regarding SECY-02-0067, Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) for Operational Programs (Programmatic ITAAC), dated April 15, 2002. Your letter indicates a willingness to participate in a public meeting with the Commission, should the Commission determine that such a meeting is warranted, to provide clarification regarding your position on this issue.
The Commission did discuss the issue of programmatic ITAAC during the Commission meeting on May 29, 2002, on New Reactor Licensing Activities. Mr. Fertel of the Nuclear Energy Institute was a member of the panel composed of external stakeholders. Mr. Fertel included the issue of programmatic ITAAC in his presentation and the Commission engaged both the panel of external stakeholders and the staff on this issue.
As you know, the Commission is currently reviewing this paper. Thank you for your comments regarding this issue.
