SUBJECT:

EXPORT OF HIGH-ENRICHED URANIUM TO THE NETHERLANDS - EXECUTIVE BRANCH STATUS REPORT PURPOSE:

To inform the Commission of the receipt of a status report from the Executive Branch on efforts to convert the Petten Research Reactor in the Netherlands to the use of low-enriched uranium.

DISCUSSION:

Attached is the first annual report by the Executive Branch on the status of efforts in the Netherlands to convert the Petten High Flux Reactor (HFR Petten) to the use of low-enriched uranium (LEU). The report was requested by the Commission in its Memorandum and Order of August 24, 2000, in connection with the issuance of export license No.

XSNM02611 for approximately 134 kilograms of High Enriched Uranium (HEU) for the Petten Reactor. This report is intended to help the Commission determine what action, if any, it should take, should the amount of HEU authorized for export exceed the Petten reactors actual needs.

Staff has reviewed the report submitted by the Executive Branch and also continues to monitor and review other sources of information of possible relevance to shipments pursuant to the Petten export license. Based on this review, staff is satisfied that work in the Netherlands on the conversion effort remains on schedule. Accordingly, staff sees no reason for the Commission to take any action at this time in respect to the export license.

NMSS and EDO concur in this paper. OGC has no legal objection.
