License Amendment Request to Revise Technical Specification 5.1.A to Align With Units 2 and 3 Technical Specification 4.1.1 In accordance with 10 CFR 50.90, "Application for amendment of license, construction permit, or early site permit," Constellation Energy Generation, LLC (CEG) requests an amendment to Technical Specification (TS) 5.1.A for Dresden Nuclear Power Station (DNPS), Unit 1. provides a description and assessment of the proposed changes. Attachment 2 provides the existing TS page marked-up to show the proposed changes. Attachment 3 provides the revised (clean) TS page. The proposed change has been reviewed by the DNPS On-Site Qualified Technical Reviewer in accordance with the requirements of the CEG Quality Assurance Program.

Approval of this amendment is requested by December 17, 2025. If approved, this amendment will be implemented within 60 days.

In accordance with 10 CFR 50.91, "Notice for public comments; State consultation," paragraph (b), copy of this application, with attachments, is being provided to designated State Officials.

1.0

SUMMARY

DESCRIPTION This evaluation supports a request to amend Facility Operating License No. DPR-2 for Dresden Nuclear Power Station (DNPS), Unit 1.

The purpose of this change is to align Unit 1 Technical Specification (TS) 5.1.A, "Site and Exclusion Area" with Units 2 and 3 TS 4.1.1, "Site and Exclusion Area Boundaries."

2.0 DETAILED DESCRIPTION 2.1 Reason for the Proposed Change To align the verbiage between the Unit 1 and Units 2 and 3 TS. All three units share the same exclusion area. Additionally, this change removes the specific acreage listed in the Unit 1 TS, which can change in the future with updated calculations. This would create a need to propose additional amendments for administrative purposes only.

2.2 Description of the Proposed Change



The proposed change revises Unit 1 TS 5.1.A, "Site and Exclusion Area," to align it with Units 2 and 3 TS 4.1.1, "Site and Exclusion Area Boundaries," and removes the specific acreage value.

Removing the specific acreage value does not change the site area boundary or exclusion area but prevents the need for future amendments if the site acreage calculation changes with no change in boundary.

Current U1 TS 5.1.A, "Site and Exclusion Area" Proposed U1 TS 5.1.A, "Site and Exclusion Area" Dresden Unit 1 is located at the Dresden Nuclear Power Station which consists of a tract of land of approximately 953 acres located in the Northwest quarter of the Morris 15-miute quadrangle (as designated by the U.S. Geological Survey), Goose Lake Township, Grundy County, Illinois. An Exclusion Area is shared with Units 2 and 3.

The site area boundary follows the Illinois River to the north, the Kankakee River to the east, a country road from Divine extended eastward to the Kankakee River on the south, and the Elgin, Joliet, and Eastern Railway right-of-way on the west. The exclusion area boundary shall be an 800-meter radius from the centerline of the Units 2 and 3 reactor vessels.

3.0 TECHNICAL EVALUATION



This license amendment request is an editorial change to better align the three units that share a site boundary and exclusion area. This request does not change the site boundary.

4.0 REGULATORY EVALUATION

4.1 Applicable Regulatory Requirements/Criteria 10 CFR 50.36(c)(6) stipulates that the Technical Specifications involving design features for nuclear power reactor facilities that have submitted the certifications required by 10 CFR 50.82(a)(1) will be developed on a case-by-case basis.

4.2 Precedents None identified.

4.3 No Significant Hazards Consideration Constellation Energy Generation, LLC (CEG) has evaluated the proposed change against the criteria of 10 CFR 50.92(c) to determine if the proposed changes result in any significant hazards. The following is the evaluation of each of the 10 CFR 50.92(c) criteria:

1. Does the proposed change involve a significant increase in the probability or consequences of an accident previously evaluated?

No This proposed change has no impact to safety-related systems; it is strictly administrative and does not involve a significant increase in the probability or consequences of an accident previously evaluated.

2. Does the proposed change create the possibility of a new or different kind of accident from any accident previously evaluated?

Response

Response

No The proposed change is administrative and has no impact on safety-related systems thus does not involve a significant reduction in the margin of safety.

4.4 Conclusion Based on the considerations discussed above: (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.

5.0 ENVIRONMENTAL CONSIDERATION

The proposed amendment is confined to (i) changes to surety, insurance, and/or indemnity requirements; (ii) changes to recordkeeping, reporting, or administrative procedures or requirements; (iii) changes the licensees or permit holders name, phone number, business or e-mail address; (iv) changes the name, position, or title of an officer of the licensee or permit holder, including but not limited to, the radiation safety officer or quality assurance manager; or (v) changes the format of the license or permit or otherwise makes editorial, corrective or other minor revisions, including the updating of NRC approved references. Accordingly, the proposed amendment meets the eligibility criterion for categorical exclusion set forth in 10 CFR 51.22(c)(10). Therefore, pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the proposed amendment.
