RS-24-094 10 CFR 73 September 20, 2024 U.S. Nuclear Regulatory Commission Security Performance Evaluation Branch Division of Security Operations ATTN: Mr. Jefferson Clark Washington, DC 20555-0001 LaSalle County Station, Units 1 and 2 Renewed Facility Operating License Nos. Subject:

Request to Recategorize an Indeterminate Exercise

Reference:

LaSalle County Station - Security Baseline Inspection Report 05000373/2024420 and 05000374/2024420, dated August 5, 2024 (NRC Accession No. ML24218A092)

On August 5, 2024, the U.S. Nuclear Regulatory Commission (NRC) documented a Green finding and associated non-cited violation (NCV) of 10 CFR 73, Appendix B, Section VI.C.(I)(4) in the referenced Security Baseline Inspection Report. Included in the description of the NCV was that the outcome of a June 11, 2024 Force-On-Force exercise was characterized as indeterminate due to a combination of controller issues that resulted in the inability to determine the outcome of the exercise.

Constellation Energy Generation, LLC (CEG) does not contest the resultant finding and NCV determined in the report. However, CEG disagrees with the indeterminate classification of the exercise and respectfully requests a review and reclassification of the Indeterminate exercise outcome to Effective. The attachment to this letter provides a detailed justification supporting this request.
