Letter from P. R. Simpson (Exelon Generation Company, LLC) to U.S. NRC, "Response to Generic Letter 2016-01," dated November 3, 2016 In Attachment 4 of the Reference letter, Exelon Generation Company, LLC (EGC) provided a response to NRC Generic Letter (GL) 2016-01, "Monitoring of Neutron-Absorbing Materials in Spent Fuel Pools," for Clinton Power Station (CPS), Unit 1. EGC has identified the need to revise the responses to Items (2)(b)(ii)(3) and (2)(b)(ii)(4) on page 7 of Attachment 4 to clarify the status of the Metamic coupon tree. The revised responses are provided below.

Item (2)(b)(ii)(3)

A summary of the CPS Metamic coupon sampling program was previously submitted to the NRC in Attachment 2 of Reference 3. The commitment for CPS is that Metamic coupons will be removed from the SFP for testing after 2, 4, 8, 12, 20, 28, and 36 years per References 2 and 3. After testing, coupons will be returned to the coupon tree to support long term testing as required. If additional testing is required after the original 10 samples have been tested once, sample testing will begin again with the first sample withdrawn. This is acceptable because the testing is non-destructive and the Metamic material properties are not altered by the testing performed. However, if destructive analysis/testing is performed, the coupon is not reinserted into the coupon tree.

Item (2)(b)(ii)(4)

For the original Boral racks, there is not a coupon sample tree installed. Of the 10 coupons that were installed in the Metamic coupon tree, CPS has nine remaining in the coupon tree in the SFP. Two of the coupons were removed for non-destructive analysis and subsequently reinstalled after completion of the analysis. One of the coupons was

July 20, 2017 U.S. Nuclear Regulatory Commission Page 2 sent offsite for destructive analysis/testing and was not reinstalled. This leaves a balance of nine coupons remaining in the coupon tree. This is consistent with the planned testing frequency upon installation in 2007. The plant preventive maintenance program and procedures control the performance of the monitoring of the coupons in the SFP.
