Emergency Preparedness Ingestion Pathway Exercise Schedule Exelon Generation Company, LLC (EGC) held a teleconference on March 8, 2012 with the NRC to discuss the planned Emergency Preparedness ingestion pathway exercise (IPX) schedule, as it applies to the State of Illinois. Letters from the Federal Emergency Management Agency (FEMA) and the Illinois Emergency Management Agency (IEMA), both dated January 25, 2012, were discussed during the teleconference. Both letters concern plans to change the schedule for performance of the IPX in the State of Illinois to facilitate offsite agency participation in an upcoming exercise. As discussed during the teleconference, EGC is providing a copy of the letters discussed during the teleconference in Attachment 1.

Dear Mr. Smith,
This letter is to confirm that during the DHS/FEMA Region V, REP scheduling conference held in November 2010, a scheduling change was coordinated between IEMA, Exelon and DHS/FEMA Region V that moved the Ingestion Pathway Exercise (IPX) from the LaSalle Station, August 1, 2012 exercise to the Clinton Station exercise scheduled for March 26-27, 2013.
We had recognized that three offsite IPXs were scheduled to be conducted during a three month period, which would have been unmanageable for FEMA evaluation, and would surely reduce the opportunity for Federal participation. As a result, we requested that one of the States consider moving their IPX to a future date. Subsequently, IEMA and Exelon graciously agreed to move their IPX to the March 26, 2013 Clinton Station exercise date.
We recognized that this would move the State of Illinois outside of their current six-year timeframe for conducting an IPX. We considered past exercise performance, no outstanding issues, and a relatively short (four month) extension, in our decision to extend the performance of offsite IPX objectives to the Clinton exercise.
We recognize that these changes will also require coordination between the Utility and order to gain approval from the NRC to perform IPX requirements beyond the current six years deadline.
We wish to offer any assistance to your staff, Exelon or NRC Region III in order to conduct the IPX at the Clinton Station in 2013.

The Illinois Emergency Management Agency (JEMA) reviewed the Federal Emergency Management Agency's (FEMA) Region V request to change Illinois' Ingestion Pathway Exercise from August 2012 to March 2013. This request was made by FEMA V during the November 2010 Radiological Emergency Preparedness (REP) Program Scheduling Conference.
The request was made to better accommodate FEMA V staff's heavy 2012 exercise schedule.
TEMA has no objections to this scheduling change. IEMA fully supports Exelon's request to the NRC for approval in changing the exercise date.
The postponement of this exercise for a few months beyond the normal six year cycle will neither diminish the State of Illinois' level of preparedness nor put at risk the health and safety of the general public. Please contact me with any questions regarding this subject at 217/785-9886.
