Letter from P. R. Simpson (Exelon Generation Company, LLC) to U. S. NRC, "Request for Technical Specifications Change for Minimum Critical Power Ratio Safety Limit," dated December 15, 2005 In Reference 1, Exelon Generation Company, LLC; (EGC) requested an amendment to Renewed Facility Operating License Nos. DPR-19 and DPR-25 for Dresden Nuclear Power Station (DNPS) Units 2 and 3, and Renewed Facility Operating License Nos. DPR-29 and DPR-30 for Quad Cities Nuclear Power Station (QCNPS) Units 1 and 2. The proposed amendment supports the transition to Westinghouse SVEA-96 Optimal fuel at DNPS and QCNPS.

In Reference 2, EGC requested an amendment to Renewed Facility Operating License No. DPR-30 for QCNPS Unit 2. The proposed change revises the values of the safety limit minimum critical power ratio in Technical Specification Section 2.1.1, "Reactor Core SLs."

March 3, 2006 U. S. Nuclear Regulatory Commission Page 2 The N RC reviewed Westinghouse calculations associated with the referenced license amendment requests during an audit on February 15, 2006. Following the audit, the NRC verbally requested EGC to submit some of the information that was reviewed during the February 15, 2006, audit. In response to this request, EGC is providing the attached information.

EGC has reviewed the information supporting a finding of no significant hazards consideration that was previously provided to the NRC in References 1 and 2. The information provided in this submittal does not affect the bases for concluding that the proposed license amendment does not involve a significant hazards consideration. contains information proprietary to Westinghouse Electric Company LLC ; it is supported by an affidavit signed by Westinghouse, the owner of the information. The affidavit, provided in Attachment 2, sets forth the basis on which the information may be withheld from public disclosure by the NRC and addresses with specificity the considerations listed in paragraph (b)(4) of 10 CFR 2.390, "Public inspections, exemptions, requests for withholding."

Accordingly, it is requested that the information be withheld from public disclosure in accordance with 10 CFR 2.390. A non-proprietary version of the information contained in is also provided in Attachment 2.
