Letter from Mario Bonaca (ACRS Chairman) to Nils Diaz (NRC Chairman), "Report on the Safety Aspects of the License Renewal Application for the Dresden 2 and 3 and Quad Cities 1 and 2 Nuclear Power Stations," dated September 16, 2004 The Advisory Committee on Reactor Safeguards (ACRS) review of Reference 1 resulted in certain recommendations that are contained in Reference 3. In order to address those recommendations, Exelon Generation Company, LLC (EGC) makes the following commitments:

October 8, 2004 U. S. Nuclear Regulatory Commission Page 2 (1) The steam dryers will be in the scope of license renewal for Dresden and Quad Cities for 1 OCFR54.4(a)(2). The aging effect for the steam dryers that needs to be managed is cracking. The aging management program will be the NRC approved BWRVIP Steam Dryer Inspection and Evaluation Guideline. If the BWRVIP Steam Dryer Inspection and Evaluation Guideline is not approved by the NRC, then a plant specific aging management program will be submitted to the NRC for review and approval by December 22, 2007, which is two years before the first Dresden unit enters the period of extended operation.

(2) EGC will perform an evaluation of operating experience at extended power uprate (EPU) levels prior to the period of extended operation to ensure that operating experience at EPU levels is properly addressed by the aging management programs. The evaluation will include the Dresden and Quad Cities units and other plants operating at EPU levels. EGC will submit this evaluation to the NRC for review prior to entering the period of extended operation for each facility.

These commitments supersede the commitment in Reference 2.
