NPF-72, NPF-77, NPF-37 and NPF-66, for Braidwood Station, Units I and 2, and Byron Station, Units I and 2, respectively. The proposed change would revise the method of controlling the fuel cycle unfavorable exposure time (UET) related to an anticipated transient without scram (ATWS) event. Specifically, the proposed change would delete TS 5.6.5.b.5 and

March 13, 2003 U.S. Nuclear Regulatory Commission Page 2 appropriately revise the discussion of an ATWS event in the Updated Final Safety Analysis Report, Section 15.8, Anticipated Transient Without Scram.

In Reference 2, the NRC requested that we provide additional information related to this proposed amendment. Subsequent to receiving this request for additional information (RAI), a follow-up meeting was held on November 19, 2002, with members of the NRC and EGC to discuss a proposed approach to resolve the technical issues associated with UET as discussed in the RAt. At the conclusion of the meeting, it was agreed that a response to the RAI, as written, would not be required; rather, the NRC would provide Exelon with an alternate request for specific information and supporting analysis in the near future.

In Reference 3, the NRC provided additional clarification regarding the supporting documentation needed to continue their review of the subject amendment request.

Upon further evaluation and discussion with the NRC, we have decided to not pursue the proposed change described in Reference 1. Therefore, we are withdrawing our request for NRC review and approval of the proposed license amendment.
