i Ladies and Gentlemen.
l We appreciated the opportunity to have a candid discussion of the results of the Systematic Assessment of Licensee Performance (SALP) during the public meeting held on March 18,1997. We value the independent perspective provided as a result of NRC inspection activities during the SALP period. Your results and conclusions provide valuable input to our mission of safely operating River Bend. This input, along with our own self-critical approach to nuclear safety, has had a positive impact on River Bend and our focus on continuous improvement.
We concur with the NRC's overall recognition ofimproving performance at River Bend but are disappointed in the performance decline in the Plant Support category.
Improvements are being pursued in the Radiation Protection and Emergency Planning
.%M areas as well as other Plant Support areas identified during our own detailed self-assessments conducted during 1996 and first quarter of 1997. The challenges documented within the SALP report in the areas of Operations, Maintenance, and Engineering are being aggressively addressed through our improvement programs and q

l In the area of Radiation Protection, we have taken action to resolve the instances of employees entering the Radiologically Controlled Area (RCA) without all required dosimetry and are continuing to monitor the effectiveness of our actions. These dosimetry issues were self-identified and documented by our corrective action process.
We have taken the opportunity to use these events as examples for improvement initiauce b hoth radiation worker and radiation protection technician work practices.

In line with our self-critical approach, we took the comments Som the NRC inspections reports, the results of quality assurance audits, assessment results, self-assessment conclusions, and benchmarking data to aggressively develop comprehensive short and long term improvement plans. As a result of these actions, the voluntary re-performance of our evaluated exercise in August 1996 closed all exercise weaknesses identified during the initial evaluated exercise. We are confident that improvement in Emergency Preparedness activities will be evident during this current SALP period and look forward to your feedback in this regard.
L The momentum that River Bend has attained over the past three years will continue through strong management involvement, teams, and a focus on the new River Bend Strategic Plan. One primary area of emphasis in the plan is on people. It is our people working together that will help move River Bend to the next level of performance.
