Jan Strasma (630) 829-9663 E:mail: opa3@nrc.gov Viktoria Mitlyng (630) 829-9662 NRC WILL DISCUSS LICENSE TERMINATION PLAN FOR BIG ROCK POINT The NRC staff will conduct a public meeting on Tuesday, August 5, to solicit public comment on the license termination plan for the Big Rock Point Nuclear Power Plant, located in Charlevoix, Michigan.

The meeting will be held at 7 p.m., at the Charlevoix Stroud Hall, 12491 Waller Road, in Charlevoix.

The single-unit plant, operated by the Consumers Energy Company, received an operating license from the NRC in 1964 and ceased operation in 1997.

On April 1 of this year, Consumers Energy Company submitted an application for the termination of their operating license for the Big Rock Point plant, accompanied by a license termination plan. The plan addresses site characterization, identification of remaining site dismantlement activities, plans for site remediation, detailed plans for final radiation surveys for release of the site, method for demonstrating compliance with the radiological criteria for license termination, updated site-specific estimates of remaining decommissioning costs, and a supplement to the environmental report that describes any new information or significant environmental changes associated with the owners proposed termination activities.

If after reviewing the license termination plan, the NRC finds it acceptable, the plan will be approved, subject to such conditions and limitations as the NRC staff finds appropriate and necessary. Under the current schedule proposed by Consumers Energy, the decommissioning and clean-up of the site will be complete and the operating license will be terminated in 2005.

After decommissioning and clean-up activities at the site are complete, Consumers Energy will conduct a final status survey to demonstrate compliance with NRC criteria for release for unrestricted use. The license will be terminated after the NRC validates that the survey is in compliance with NRC regulations.
