S10LEN PORTABLE MOISTURE / DENSITY GAUGE

~ On September 23,1999, Rone Engineers, a State of Texas licensee, contacted the Texas ]

Bureau of Radiation Control (TBRC) to notify them of the theft of a portable nuclear gauge. l The licensee reported that a Troxler Model 3401 (serial number 9934), containing l approximately 1,480 megabecquerels (40 millicuries) of americium-241 (serial number l 46-1316) and approximately 288 megabecquerels (7.8 millicuries) of cesium-137 (serial  !

number 40- 7404), was stolen from the back of a licensee vehicle parked at an employee's I home in Dallas, Texas. The licensee reported that the gauge user left the truck unattended  ;

while he had something to eat. The gauge user retumed and observed that the chain  ;

securing the device had been cut and the gauge had been stolen. l The State of Texas was informed of the event by the licensee on September 23,1999.

TBRC notified the NRC Operations Center of the incident by facsimile at 11:52 a.m. (EDT) on September 24,1999.

The TBRC plans to notify their !icensees that use moisture / density gauges of the need for  ;

increased security. The information notice will be posted on the TBRC website and included -

in the winter edition of TBRC's Radiation Report. In addition, the TBRC notified the gauge manufacturer, Troxler, Inc., who maintains a list of stolen gauges.

Region IV has informed OSP, NMSS, OEDO and OPA. In addition, NRC's IAT was notified of the event. This information has been discussed with TBRC and is current as of 1:30 p.m.
