The information is as initially received without verification or evaluation, and is basically all that is known by the Region IV staff on this date.

NOTIFICATION OF UNUSUAL EVENT BECAllSE OF HIGH MISSOURI RIVER WATER LEVEL (UPDATE)

This Preliminary Notification is an update of PNO-IV-93-020 (July 23, 1993); PN0-IV-93-020A (July 24, 1993); and PNO-IV-93-020B (July 26, 1993). Cooper Nuclear Station exited the Notification of Unusual Event on July 27,1993, at 5:17 p.m. (CDT). The Missouri River water dropped below the Notification of Unusual Event declaration level (899 feet) on July 26, 1993, at approximately 2 p.m. (CDT). The Missouri River level has continued to decrease and was at 895.95 feet this morning at 6 a.m.

(CDT).

The station remains in cold shutdown. The licensee has been developing a plant recovery and restart plan which will be reviewed by the Office of Nuclear Reactor Regulation (NRR) and Region IV prior to the station restart. The readiness of emergency preparedness activities is being reviewed by the licensee / Region IV/NRR/ FEMA VII/ FEMA headquarters /and the states of Missouri and Nebraska.

The senior resident inspector is onsite and augmented coverage is being provided by a Region IV reactor inspector.
