The information is as initially received without verification or evaluation, and is basically all that is known by the Region IV staff on this date.

ARKANSAS NUCLEAR ONE, UNIT 2 TECHNICAL SPECIFICATION REQUIRED REACTOR SHUTDOWN DESCRIPTION:

On August 23, 2010, at approximately 2:52 a.m., CST, the licensee commenced shutdown of Arkansas Nuclear One, Unit 2, as required by its technical specifications. The unit was shut down at approximately 4:43 a.m., CST.

On August 9, 2010, to support preventive and corrective maintenance activities, the licensee removed from service the 2K-4B emergency diesel generator (EDG). Approximately six days later, during post-maintenance testing activities, crankcase pressure was found to be out-of-specification high. The EDG is a safety system which is designed to provide alternating-current power to various safety components. The licensee decided to shut down the unit because they had not been able to identify and correct the cause of the crankcase pressure issue within the required technical specification action statement completion time of 14 days. The redundant EDG has not exhibited this problem. Currently, the licensee has not estimated when they will be able to resolve the crankcase pressure issue and restart the unit.

NRC resident inspectors monitored the activities described above. They will continue to follow the licensee's maintenance and testing activities and monitor licensee equipment restoration activities.

The state of Arkansas has been informed. This information has been discussed with licensee management and is current as of 8:00 a.m., August 24, 2010, CST.

This preliminary notification is issued for information only and no further action by the staff is anticipated.
