Subject:
STARTUP AFTER 18-MONTH OUTAGE On December 22, 1986, the reactor was started up, terminating an outage which began June 9, 1985, when a loss of feedwater event occurred. The reactor was placed in Mode 2 (startup) at 1:52 a.m. (EST): criticality was achieved at 2 a.m. The Senior Resident Inspector was in the control room monitoring startup activities and observed criticality. An augmented inspection team from Region III (Chicago) is on-site to review plant operations.
At 9:11 a.m., December 22, 1986, the reactor was placed in Mode 1 (operation above 5 percent power). The licensee's schedule calls for 10 days of testing culminating in a reactor trip test from approximately 92 percent power.
The plant startup was authorized by the Office of Nuclear Reactor Regulation on December 19, 1986, following a startup recommendation from Region III.
The State of Ohio will be informed.
This information is current as of 10 a.m., December 22, 1986.
