LOSS OF COOLING CANAL LIFT PUMPS At approximately 2:00 a.m. CST on December 25, 1980, the station experienced a loss of cooling canal lif t pumps, probably due to a transient loss of pump cooling water pressure during recovery from a single pump trip. About one-half hour was required to restart the lift pumps, during which time the circulating water discharge canal (which is emptied by the lift pumps) overflowed to the Mississippi River. The discharge canal overflow washed out a portion of the site' security fence and an access road to the cooling canal, in addition to locally severe soil erosion. Guards were posted immediately to provide security where the security fence was inoperable.

The licensee has evaluated the event, and has discussed the release of this non-radioactive cooling water with the State of Illinois environmental authorities.

No technical specifications or environmental regulations appear to have been violated.

1 The site architect engineer is currently onsite to develop plans for repairing erosion damage, the access road, and the damaged security fence.

It is estimated that the security fence repairs will require 3 weeks.

The resident inspector was informed of the event at approximately 4:00 a.m.,

CST, on December 25,1980.

The State of Illinois and the USEPA are being notified.

Neither the licensee nor Region III is planning a press release at this time. Region III (Chicago) will continue to respond to local media questions.

A Region III Environmental Specialist will inspect this occurrence on December 30, 1980.

I Region III security is in contact with the licensee to assure adequate security l

compensatory measures are in effect.
