The event wa initiated by a high steam flow signal. With two exceptions plant syste;;L pdnded nor= ally, and the plant was stablized in the hot shutdown condition. Reactor vessel water level was controlled manually using a feedwater pump, reactor pressure vas controlled manually using the electromatic valves and drywell pressure was controlled using the drywell coolers.
Ap7 axicately, 26 minutes following the scram drywell pressure had increased from 1.43 psig (nor=al valueg to the high drywell pressure setpoint of 2.0 psig due to an increase of about 60 F in dryvell temperature during the same period. All ECCS co=ponents and Group II PCI valves actuated normally following the 2.0 psig drywell pressure signal; however, the ECCS components were not needed. Drywell pressure was eventually lowered to the norcal range using the drywell coolers.
Approximately 71 minutes following tb scram the MSIV's were reopened with a vacucm established on the condenser, ano the plant was taken to cold shutdown to permit inspecticn and repair of co=ponents inside the drywell.
During the event the following ECCS compor malfunctioned:
the HPCI discharge valve fail,d to open manually; however, th.
/ stem was not needed since RCIC and the normu feedwater system were operable.
.ne 2D electromatic valve failed to open manually at 1000 psig; however, the other ADS valves were operable. The 2D electrocatic valve was subsequently operated manually at 300 psig during the plant cooldown.
During the shutdown the licensee plans to replace the motor an the HPCI discharge valve, replace the 2D electromatic valve, replace the bearings on an RHR pump motor which failed during the shutdown cooling mode about 26 hours3.009259e-4 days <br />0.00722 hours <br />4.298942e-5 weeks <br />9.893e-6 months <br /> after the scram, inspect the MSIV's to determine possible drifting trom full open during 100% power operation, and examine the failed electrocatic valve to determine the cause for-failure.
Ths. licensee's scheduled startup date is December 8, 1980. The licensee notified IE:HQ via the ENS of this event on Decceber 3, 1980. The resident inspectors v'ere in.the control room during this' event and closely monitored the licensee's actions.
Additionally, the resident inspectors are monitoring the -
licensee's actions regarding their investigation and repair of the aforementioned cocponents.
Region III discussed the details of this event and-the licensee's plans with IE:HQ on December 3, 1980 and December 5, 1980.
