At 1:37 p.m.,

October 31, 1980, Region III wrs informed by IE:HQ and the ELD-tha't a petition has been filed by Pollution & Environmental Controls, Inc., pursuant to 10 CFR 2.206, to shut down Dresden Units 2 & 3, and Quad Cities Units 1 & 2.

The pctition appears to challenge the capability of the current NRC requirement to verify that water is not accumulating in the af fected unit's scram discharge volumes.

This requirement was imposed as a result of IEB 80-17 (Failure of Control Rods to Scram at a BWR),and was reinforced by an NRC confirmatory order issued October 5, 1980.

The 8 hour9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> monitoring requirement is an interim measure pending completion of the installa tion of a continuous monitoring system by December, 1980.

Neither the licensee nor Region III are planning a press release.
