The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

Subject:

BREAKER LINEUP ERROR ON ESF BUSES During a routine walkdown of the main control board on June' 9, 1980, a reactor

' operator discovered the two ESF buses, A0-5 and A0-6, were tied together and the breaker that normally feeds A0-5 was open. The Technical Specifications do not permit reactor operation with this configuration.

Upon identification the misalignment was immediately corrected.

At the time this was discovered Unit I was operating at 80% power and Unit 2 was operating at 100% power.

The two emergency diesel generators were each lined up to supply their respective ESF bus and would have supplied emergency power if required.

The licensee is investigating when and how the misalignment occurred. The resi-dent inspector is following this matter closely.

Neither the licensee nor Region III plan to make a news r,elease at this time.

The State of Wisconsin is being notified'.

The licensee informed the NRC resident inspector of the matter at 8:30 a.m.
