LOSS OF RED PHONE CIRCUIT TO POINT BEACH DUE TO PRESIDENT CARTER'S TRIP TO MT. ST. HELENS, WASHINGTON STATE On May 21, 1980, about 7:00 p.m. the NRC Incident Response Center called "oint Beach on a commercial line and said the hot line was inoperable. The licensee then contacted the General Telephone & Electronics Corporation (CTE), who oper-ates the local telephone system, in an attempt to correct the problem. GTE started tracking the problem back thru the Wisconsin Bell and the Bell System to Washington, D.C.
Initial indications were that a microwave link designated
" priority 3" had been taken from its user, the U.S.N.R.C., and had been redesig-nated for use in a " priority 1" link-up to the state of Washington for President Carter's use.
Apparently no one at the NRC was notified.
After several attempts to reestablish the link with the licensee, the system was again operative at 9:14 a.m. on May 22, 1980.
