The information is as initially received without verification or evaluation, and is basically all that is known by the Region III staff on this date.

TRANSITORY ALERT DUE TO ELECTRIC DEVICE FAILURE DESCRIPTION:
On June 25, 2009, at 12:49 a.m., a power monitoring device outside of the reactor and turbine buildings failed resulting in a small fire that was put out by plant staff with hand-held fire extinguishers. When the power monitoring device failed, two automatic switches opened to protect site equipment from electrical fluctuations. Once the switches opened, the number of available off-site power sources was reduced from two to one. The off-site power sources are used to supply power to plant equipment when the main turbine isnt running. The failed device and loss of one off-site power source did not negatively impact the safe operation of the facility.
An emergency declaration was not made at the time of the event, but was being evaluated by the licensee.
Once the extent of the devices failure was known and the failure mechanism was being investigated, the licensee concluded that an emergency declaration at the ALERT level had existed at the time of the event. Because the condition that led to the ALERT no longer existed, the licensee made a notification to the NRC Operations Officer of a transitory ALERT. A transitory ALERT indicates that the conditions for an ALERT had existed at the time of the event, but are no longer applicable.
With only one off-site power supply available, the facility has 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> from the time of the event to restore the second power supply or to start shutting down the facility. Actions are underway to restore the second power supply.
NRC Region 3 staff and resident inspectors at the plant are monitoring the utilitys response to the situation.
The State of Ohio has been informed.
