March 4, 2002 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE -- PNO-III-02-005 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region III staff on this date.

SUBJECT:

LEAKING PROPANE TANK OUTSIDE PROTECTED AREA DESCRIPTION:

At about 9:45 a.m. (CST) on March 4, 2002, the licensee declared an Unusual Event under its emergency plan because of a leaking propane tank located next to a well water pump house outside the plants protected area. The propane tank is used for building heat.

The licensee reported the leak was from a pipe connected to an approximately 500-gallon tank.

The local fire department responded to the plant site and monitored the leakage. No explosive concentrations were detected at the protected area fence.

A representative of the propane supplier responded to the site and shut off the leak at about 11:30 a.m. The licensee terminated the Unusual Event at 11:54 a.m.

The Senior Resident Inspector monitored the licensees response to the incident from the control room. Region III (Chicago) staffed its Incident Response Center to monitor plant conditions. Subsequently, Region III ceased its monitoring activities after the licensee terminated the Unusual Event. The Senior Resident Inspector will follow-up on further licensee activities.

The State of Wisconsin has been notified. The information in this preliminary notification has been reviewed with licensee management.

Region III was notified of this event by the Senior Resident Inspector at about 9:55 a.m. on March 4, 2002. This information is current as of 12:10 p.m. on March 4, 2002.
