Subject:

UNSCHEDULED OUTAGE IN EXCESS OF 72 HOURS On September 13, 1993, at approximately 3:12 p.m.,

the reactor experienced a spurious low reactor water level signal (Level 2).

The high pressure core spray pump started causing a high water level scram.

The plant is being taken to cold shutdown to replace a leaking section of feedwater pump miniflow line between the bypass valve and the main condenser.

The licensee is backfilling the reactor water level reference legs prior to decreasing reactor pressure below 200 PSI, and initiating shutdown cooling.

NRR and the licensee have discussed the licensee's planned actions that are in response to NRC Bulletin 93-03. Plant restart is currently scheduled for September 17, 1993.

The resident inspector (RI) was onsite when the scram occurred and is following the licensee's corrective actions.

The RI has reviewed the water level charts for abnormal perturbations that might be indicative of reference leg degassing and none were identified.

The State of Mississippi has been informed.

The NRC received initial notification from the licensee to the resident inspector about 3:20 p.m.
