The information is as initially received without verifi-cation or evaluation, and is' basically all that is known by the Region II staff on this date.

Browns Ferry Units 1, 2 and 3 Notification of Unusual Event Docket Nos. 50-259, 50-260 and 50-296 Alert Athens, Alabama Site Area Emergency General Emergency X Not Applicable EUBJECT: SHUTDOWN IN EXCESS OF 48 HOURS Unit 2 was shut down on July 30 for scheduled refueling and modifications. As required by technical specifications, a secondary containment integrity test was performed prior to the start of refueling. The test did not meet technical specification requirements. As a result, secondary containment integrity tests were required and were conducted on Units 1 and 3.

These two units were operating at power. Both Units 1 and 3 failed the secondary containment integrity tests and were shut down in accordance with NRC requirements. All three units are now shut down.

In all cases, the secondary containment integrity tests approached, but did not meet, technical specification requirements.

Secondary containment at Browns Ferry is relatively complex in that it involves a common refueling zone and three individual reactor zones. TVA believes the primary problem is related to an in-leakage between these four zones. The matter is being actively pursued by TVA.

Media interest has occurred, since TVA announced the shutdowns on its daily nuclear plant status report. Both TVA and NRC have responded to media inquiries. The NRC does not plan to issue a news release.

The State of Alabama has been informed.
