The information is as initially received without verifi-cation or evaluation, and is basically all that is known by IE staff on this date.

SUBJECT:

IN0PERABLE CONTROL ROD TVA declared an Unusual Event in accordance with procedures at Sequoyah Unit 2 on Saturday evening, November 14, when a control rod failed to fully insert during a controlled shutdown. The Unit is conducting startup testing.

TVA was performing a controlled shutdown of the plant from 15 percent power. With the reactor subcritical and in a hot standby condition, control rod F-2 was obscreed to be misaligned fran the rest of Control Bank B at 8:37 p.m. (cst).

Initial examination indicated that the rod was electrically inoperable in the "in" direction only.

The rod was deenergized and dropped into the core at approximately 2:40 a.m. (cst) on Sunday, November 15.

TVA suspects an electrical connector problem on the drive mechanism to be the cause of the problem.

The Unit is being cooled down to enable inspection of the electrical connec tors.

TVA has issued a news release. tiedia interest has occurred.

The NRC is responding to media inquiries.

The State of Tennessee has been notified.

Region II (Atlanta) received notification of this occurrence by telephone from the licensee a+. 9:28 p.m. on November 14, 1981.
