April 17, 2011 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE - PNO-II-11-002 This preliminary notification constitutes EARLY notice of events of possible safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by Region II staff (Atlanta, Georgia) on this date.

SUBJECT:

NOTIFICATION OF UNUSUAL EVENT DUE TO LOSS OF OFFSITE POWER At 7:48 P.M., on April 16, 2011, NRC entered the Monitoring Mode due to the Surry Power Station units 1 and 2 declaring a Notification of Unusual Event at 6:55 P.M. The emergency was declared due to a loss of all alternating current (AC) power to the emergency busses for greater than 15 minutes. The loss of AC power, which was due to damage from a possible tornado onsite, caused both plants to automatically shut down. All four of the plants back-up diesel generators started to power emergency loads. The licensee has restored offsite power to an emergency bus on each plant.

The licensee is maintaining both plants in a stable condition in mode 3, hot shutdown. The steam generators are being fed by the auxiliary feedwater pumps and decay heat is being removed through the steam generator power operated relief valves. There have been no radioactive releases above regulatory limits.

Region II received initial telephone notification of this occurrence from the licensee. NRC inspectors are onsite monitoring the activities. The information presented herein has been discussed with the licensee and State officials and is current as of 2:05 AM.
