SEPTEMBER 13, 2002 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE PNO-II-02-02-034 This preliminary notification constitutes EARLY notice of events of possible safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by Region II staff (Atlanta, Georgia) on this date.

UNUSUAL EVENT DECLARED Tennessee Valley Authority (TVA) officials declared an Unusual Event at 9:22 a.m. (EDT) based on the judgement of the Emergency Director. The emergency declaration is associated with an incident involving access controls into the protected area. Some requirements for access into the protected area were not met and an unauthorized entry by one individual occurred. After an employee set off an explosive detection system alarm, the individual continued improperly into the protected area before required security actions were completed.

TVA initiated compensatory measures and processes to account for all personnel onsite. TVA contacted local officials, state authorities, and the NRC. Law enforcement officials, including FBI representatives, have responded to the site and are providing assistance.

TVA is continuing physical searches and other activities to fully assess the incident.

The NRC resident inspectors are onsite monitoring the activities. The NRC Region II Incident Response Center was placed into the Monitoring Phase of the Normal Mode at 8:55 a.m. and established continuous communications with NRC headquarters and the site. Region II has dispatched a physical security inspector to the site.

The NRC received initial notification of this incident by telephone call to the NRC Operations Center at 6:45 a.m. (EDT). This information is current as of 1:30 p.m. (EDT) on September 13, 2002.
