+ SEPTEMBER 13, 2002 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE PNO-II-02-02-034A This preliminary notification constitutes EARLY notice of events of possible safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by Region II staff (Atlanta, Georgia) on this date.

UNUSUAL EVENT DECLARED - UPDATE Tennessee Valley Authority (TVA) officials declared an Unusual Event (UE) at 9:22 a.m. (EDT). The emergency declaration was associated with an incident involving access controls into the protected area.

Some requirements for access into the protected area were not met and an unauthorized entry by one individual occurred. After setting-off an explosive detection system alarm, the individual continued improperly into the protected area before required security actions were completed.

TVA completed accounting for all personnel onsite and located the suspected individual, who was interviewed about the incident. Subsequent to locating the individual, all non-essential site personnel were released from the site at 2:15 p.m. (EDT). A physical search of the plant was completed and did not locate any contraband materials. Based on the results of the search, the licensee exited the UE at 8:02 p.m. (EDT) The Region II physical security inspector, dispatched earlier in the day, arrived onsite and, along with the resident inspectors, is reviewing the incident and following up on the licensees activities.

One correction to the initial Preliminary Notification is that the initial event notification to the NRC was made at 7:45 a.m. (EDT), vice 6:45 a.m. (EDT)

The NRC Region II Incident Response Center was secured from the Monitoring Phase of the Normal Mode, for this incident at 8:45 p.m. (EDT)
