The information is as initially receiv:d without verification or evaluation, and is basically all that is known by Region I staff in King of Prussia, Pennsylvania on this date.

Facility Licensee Emeraency Classification N:w Hampshire Yankee Notification of Unusual Event Ssabrook 1 Alert Manchester,New Hampshire Site Area Emergency Orkts: 50-443 General Emergency X Not Applicable Subj;ct: PROTEST RELATED TO THE TWENTIETH ANNIVERSARY OF MASS ARREST AT SEABROOK IN 1997 On S:turday, April 26,1997, at 1:00 p.m., the Clamshell Alliance is pt:nning a 20th anniversary civil- disobedience rally at the Seabrook site. The anniversary marks the April 30,1977, rally attended by cpproximately 2,000 people when the construction site consisted of a few buildings and a large parking lot. After the governor's request to disband the next day, about 1,400 people who refused to leave were err:st:d and charged with trespassing. The planners of this Saturday's cv:nt, named the " Forces of Nature Sunflower Rally," have provided nonviolence training for participants and do not plan to interfere with traffic.

Protestors will assemble about 2 miles from the site and march to the norm:lly-closed Seabrook plant south gate. The south gate is about one mib from the plant protected area where the civil disobedience d:monstration will take place. NAESCO will be cooperating with locallaw cnforcement officials in crowd control activities. The licensee has made sp:ci:1 arrangements to escort reporters to cover the demonstration from insids the site boundary fence.

NAESCO issued, " Media Advisory on the April 26 Protest at Seabrook Station" and made an early Event Notification (32207) of the planed d:monstration and their plans to implement additional security measures.

Local newspapers have carried articles recalling the April 30,1977 cv:nts.

Region i Public Affairs Office will be prepared to respond to media inquir:s. The resident inspectors will be observing licensee's control of and r:sponse to this demonstration.

Th2 State of New Hampshire and the Commonwealth of Massachusetts have be:n notified.
