The information is as initially received without verification or evaluation, and is basically all that is known by the Region I staff on this date.

Subject:

CONDENSATE PUYiP ELECTRICAL FAILURE CAUSING PLANT SCRAM During a plant startup on February 7,

1989, at 1:10 p.m., control room operators manually scrammed unit 1 when both reactor recirculation pumps tripped.

-The unit was in the startup mode at approximately one percent power and 480 psig.

The event had started when the control room operator tried to start the "A" main Condensate pump, its current limiting capacitor failed, and a

pump breaker trip followed.

A 13 KV voltage transient was felt throughout the site distribution system resulting in a trip of both unit 1 reactor recirculation pumps and numerous other electrical ccmponen..s.

Subsequently, the recirculation pumps were restarted satisfactorily.

Because the capacitor contained

PCBs, a toxic substance, the licensee ha 1 mited access to, the area and is making preparations to remove and dispose of the hazardous material.

The necessary repairs to the "A" Condensate pump will be worked in conjunction with the planned startup.

Licensee management has formed a task fo'rce to evaluate this event and is frequently communicating with Region I management.

The resident staff is onsite and regional support has been dispatched to support review of the event.

The licensee is presently taking the unit to cold shutdown until an evaluation of the scram and voltage transient have been completed.

The licensee hopes to complete the evaluations and return to power operation later this week, but is committed to a thorough review of this event, and briefing of NRC before plant restart.

The Commonwealth of Pennsylvania has been informed.
