Subject:

MIS $ LNG AND UNACCOUNTABLE NUCLEAR DENSITY GAUGES On Octot,er 27, 1988, during review of a request from Stanford Mining Company for i

Itcense termination, Region ! contacted the firm shown on the NRC Form 314 (Certification of Disposition of Material) as having 6 ved the two Texas Nuclear Model $090 density gauges (containing about 200 milli v :as of c.esium-137 each) for which Stanford was licensed. The alleged recipient, Phoenix Equipment Leasing Company, Danvil16, West Virginia, :hich possesses neither an NRC nor Agreement State license, denied ever having taken possession of the gauges. A Phoenix representative explained that Phoenix had contracted with Stanford to prepare the mine sites for land reclamation in exchange for rights to any salvt.ble equipment, but said they were not J

interested in the gauges and had neither sold them to a third party or removed them.

The Phoenix representative said he was familiar with the gauges, and had seen them at the Stanford site, but that access to the site was not controlled during the demolition and that ether perrons could have removed the gauges.

The gauges were last seen by Phoenix and Stanford personnel in February or March 1.'88, when salvage activities were in progress.

A regional inspector was directed to the Stanford site on October 28, 1988, to determine the status of the gauges.

The butiding that housed the gauges was demolished, and a radiation survey of the area revealed no sign cf the gauges.

NRC, Region I has directed the licensee to initiate action to locate the gauges.

NRC Region I will respond to media inquiries.

The States of Pennsylvania and West Virginia have been nntified.

The above inforeation is current as of 1:00 p.m., November 1, 1988.
