The information is as initially received without verification or evaluation, and is basically all that is known by the Region I, King of Prussia, PA, staff on this date.

LOSS OF SITE COMMUNICATIONS DUE TO HIGH WINDS DESCRIPTION:

On January 30, at 12:30 pm, the R.E. Ginna Nuclear Power Plant declared an Unusual Event due to the loss of offsite land-line communications. Cellular phones and satellite phones were available throughout the event. The cause of the loss of communications was a downed tree impacting a power transmission line during a period of high winds. The backup generator supporting phone line communications did not operate as expected, which resulted in the loss of communications when the phone system batteries depleted. Limited communications via commercial phone lines was restored at approximately 1:00 pm. All communications equipment was restored as of 4:30 pm.

The resident inspectors responded to the main control room and the technical support center to monitor the licensees response to the event. The plant remained at full power and safety systems were unaffected during the event.

NRC Region I management maintained communications with resident inspectors throughout the event initially via cell phones and subsequently via commercial phone lines following their restoration.

The State of New York and local counties were notified of the Unusual Event by the licensee.

The information presented herein has been discussed with Constellation Energy, and is current as of 4:45 pm, January 30, 2008.
