The information is as initially received without verification or evaluation, and is basically all that is known by the Region I staff on this date.

Unusual Event Declared Due to Fire in the Main Turbine On April 29, 2003, at 2:59 a.m. (EDT) a fire was reported under the south end of the main high pressure turbine, near the No. 2 bearing at the 53-foot elevation of the turbine building. The turbine and reactor were manually tripped at 3:03 a.m. The fire brigade responded and was able to extinguish the fire using a fire water hose with a foam eductor by 3:50 a.m. Early attempts to extinguish the fire with the installed carbon dioxide system were not entirely successful. Accordingly, the licensee declared an Unusual Event (UE) at 3:13 a.m. (fire with a duration greater than 15 minutes). There were no personnel injuries and no offsite assistance was required to extinguish the fire. There were no engineered safety feature actuations. The UE was terminated at 5:20 a.m.

Reactor decay heat is being removed normally using auxiliary feedwater and the condenser steam dumps. The reactor is in Mode 3. At the time of the fire, the reactor and turbine were at 60 percent power, with the plant in power ascension following a refuel outage. The fire was apparently caused from oil saturated insulation. The licensee is investigating the source of the oil.

Region I received notification of the trip by telephone from the Headquarters Operations Officer on April 29, 2003. The resident inspectors promptly responded to the site to monitor the licensees actions in response to this event. Region I has notified the State of New York. The licensee issued a press release.

This information has been discussed with the licensee and is current as of 11:00 a.m. (EDT) on April 29, 2003.
