The information is as initially received without verification or evaluation, and is basically all that is known by the Region I staff on this date.

UNUSUAL EVENT DUE TO A POTENTIAL INTRUDER INSIDE THE PROTECTED AREA (#39686)

On March 21 at 8:19 p.m. during foggy weather, Seabrook security personnel received a security alarm near a fence that surrounds the protected area and saw a dark mass crossing the fence line.

The site declared an unusual event due to a potential intruder inside the protected area. There were no indications of abnormal plant conditions and the plant remained at full power. The site security organization, as well as numerous local/state law enforcement, and Federal Bureau of Investigation officials, responded to the event. Shortly after the alarm, local police intercepted a car on the access road to the plant; however, the occupants later were determined to be merely lost and not any threat to the plant.

The licensee exited the Unusual Event at 10:52 a.m. on March 22 following extensive law enforcement searches of the site. The licensee concluded that there had been no human intrusion into the protected area and that the alarm may have been caused by a wild animal, possibly a turkey.

The NRC went to a monitoring phase and activated the Regional Incident Response Center. In addition, NRC resident inspectors responded to the emergency facilities and to the site.

The contents of this PN have been communicated to the Massachusetts and New Hampshire state governments.

This information has been discussed with FPL Energy management and is current as of 1:00 p.m.

on March 24, 2003. Region 1 public affairs is responding to media inquiries.
